Rust on an ornamental iron fence is a symptom that shows up late. By the time an orange bloom is visible on a picket at eye level, the corrosion that will actually decide whether the fence survives has been working quietly for years somewhere nobody has looked.

That place is the bottom. Specifically, the last four inches of every vertical picket, the underside of the bottom rail, and the collar where a post enters concrete or soil. Almost every fence that gets condemned as beyond saving was salvageable two seasons earlier, and the reason it was missed is that the failure was happening below the line where people look.

Anyone weighing a repair against a replacement should understand where the metal actually goes, because that single piece of knowledge changes the quote, the timeline and the outcome. Why the bottom goes first

Three things happen at the base of a picket that do not happen anywhere else on the fence.

Water collects there. Rain runs down the vertical faces of the pickets and stops at the bottom rail. A horizontal rail is a shelf, and unless it was designed with weep holes, it holds a shallow film of water against the weld line for hours after the sky clears.

Soil contacts it. Grass grows up around the base, mulch gets piled against it, and a flower bed installed after the fence raises the effective grade by two or three inches. Soil holds moisture continuously, so the metal it touches is never given a chance to dry out. A picket buried an inch into a bed rusts several times faster than the identical picket six inches higher.

Machines hit it. String trimmers throw wet clippings and fine grit at the base of a fence every week through the growing season, and the nylon line strips coating faster than most people believe. Every pass takes a little more finish off the same four inch band. Two summers of weekly trimming can expose bare steel along an entire run without leaving a mark anyone would notice from the patio.

Put those together and the base of the fence is wet, in contact with soil, and stripped of its protective coating. That is the complete recipe for corrosion, applied uniformly to the least visible part of the structure.

The inspection that takes fifteen minutes

You do not need tools beyond a screwdriver and a willingness to kneel down.

Tap the bottom rail

Work along the run and tap the underside of the bottom rail every few feet with the screwdriver handle. Sound steel rings. Steel that has rusted through from the inside gives a dull thud, and occasionally the handle goes straight through a section that looked perfect from above. Hollow tube rails are the usual offender, because water enters through a weld pinhole or an unplugged end and then cannot get out.

Probe the picket bases

Push the screwdriver tip firmly against the bottom half inch of a dozen pickets, chosen at random along the run. Healthy metal resists. Metal that has scaled from within gives, flakes, or leaves a small crater. If the tip sinks into three or four pickets in a run of twenty, you are looking at a rail replacement rather than a spot repair.

Look at the post collars

Where a post meets concrete, look for a rust ring or a hairline crack radiating out from the metal. Steel expands as it corrodes, several times its original volume, and that expansion splits concrete from the inside. A cracked collar is not cosmetic. It means the section of post inside the footing is already compromised, which is the one failure that cannot be repaired in place.

Check the hinge and latch side

Gates take more abuse than any fence panel and their hardware sits at exactly the height where water runs off. Hinge barrels that weep orange staining down the post are telling you the pin is seized and the barrel is corroding around it.

What can be repaired and what cannot

This is the honest division, and a contractor who blurs it is either overselling or setting you up for a second visit.

Repairable in place: surface rust anywhere, scaled pickets that still have sound cross sections, a rusted through section of bottom rail, broken or missing pickets, a sagging gate, seized hinges, a bent top rail, and separation at a weld. All of these are cut, replace, reweld and refinish operations. A skilled shop can splice a new section of rail into a run and, once finished, you will struggle to find the joint.

Not repairable in place: a post that has rusted through inside its footing. The concrete has to come out, which means breaking up the footing, extracting the remains of the post, setting a new one and letting it cure before the panels go back. It is a real job, but it is still cheaper than a new fence, and it is worth pushing back on anyone who quotes a full replacement because of two bad posts.

Genuinely finished: a fence where the majority of posts are compromised, or where the pickets across most of the run have lost enough section that they flex under hand pressure. At that point new material costs less than the labor to salvage the old.

The repair sequence that actually lasts

The order matters more than the products used.

Mechanical removal comes first. Every flake, scale and loose particle has to come off with a wire wheel, a needle scaler or abrasive blasting. Paint applied over scale is a lid on a pot that keeps cooking underneath, and it will lift within a year. This step is the majority of the labor on a rust repair and it is where a cheap quote gets cheap.

Then the cut and replace work. Rotted rail sections are cut back to sound metal, new stock is fitted and welded, and welds are ground flush. New pickets are matched to the existing profile, which on an older fence sometimes means sourcing a discontinued pattern or having stock rolled to match. A shop that keeps a rack of period profiles is worth finding.

Then the primer. A zinc rich primer is the meaningful upgrade over a standard rust inhibiting one. Zinc protects sacrificially, corroding in place of the steel underneath, so a scratch through the topcoat does not immediately become a rust point. On repair work this matters more than on new fence, because a repaired fence lives in a location that has already proven it corrodes.

Then the topcoat, and then the detail that gets skipped: sealing the end of every hollow member. An open tube end at the bottom of a picket is a funnel. Caps, plugs or a full penetration weld close it, and if the tube is meant to drain, the hole belongs at the lowest point and needs to be clear.

The maintenance that prevents the whole cycle

Three habits, none of them expensive.

Keep the grade off the metal. Two inches of clear air between the bottom rail and anything growing or piled beneath it. Pull mulch back, cut a maintenance strip of gravel or a mow strip along the run, and stop the trimmer from ever having a reason to touch the fence.

Touch up scratches within the season. A quart of matched enamel and a small brush, walked along the fence once each autumn, is the highest return maintenance in the entire category. Corrosion is a chain reaction that starts at a breach, and closing the breach ends it.

Clear the drainage. If sprinkler heads spray the fence directly, turn them. A fence that gets watered four mornings a week is being aged deliberately.

What to ask before you sign anything

Ask how the rust will be removed, and expect a specific answer about wheels, blasting or scaling rather than a general assurance. Ask whether a zinc rich primer is included or is an upgrade. Ask whether hollow ends will be sealed. Ask what happens if a post turns out to be bad once the panel comes off, because that discovery is common and the answer should be a stated price rather than an argument on the day.

And ask to see the bottom rail on a job they finished three or four years ago. Fresh paint hides everything. A repair that still looks right after several winters is the only evidence that means anything.
